President Trump recently issued an executive order on campus free speech. While there is a free speech problem to be addressed, top-down regulation is not likely to be the solution. Even if the executive order is not intended to micro-manage what has traditionally been the purview of faculty and administrative leadership, this will be the inevitable result. The best way to address the problem is for campus leadership to engage faculty, trustees, and other stakeholders to develop a clear policy that ensures the open exchange of ideas.
