Moiz Bhai, an associate professor at the University of Arkansas at Little Rock, is proving how research can drive change by transforming how states approach occupational licensing reform—an issue that has huge implications for economic freedom and workforce mobility.

IHS has played a key role in supporting Bhai’s research through nearly $40,000 in grants. These funds enabled him to build a comprehensive research agenda on licensing reform and contribute key insights at IHS-hosted events. Bhai’s first connection with IHS came at the 2013 “Renewing the Libertarian Vision for Society” event, where he met fellow researchers who helped him expand his ideas.
Additionally, IHS facilitated policy discussions where Bhai presented his findings, influencing state-level reforms.


Since becoming a part of the IHS network in 2013, Bhai has made waves with his studies on how restrictive licensing laws impact workers and economic growth. His work challenges entrenched systems that hold back entrepreneurs and skilled workers, opening the door to more opportunities across various professions.

Bhai’s work is gaining traction in policy debates across the country. His article “Teacher Characteristics and Academic Achievement” sparked a reevaluation of salary supplements for master’s degrees in North Carolina, and his proposals on licensing reform have been cited in numerous policy reports. His research is helping states rethink their licensing laws, lowering barriers to entry for skilled workers and creating pathways for economic opportunity.
