Overview

The Institute for Humane Studies invites you to join us at the National Press Club on June 17 for a live recording of The Liberalism.org Show hosted by Aaron Ross Powell and featuring Ilya Somin, professor of law at George Mason University and a Liberalism.org fellow.

The Supreme Court of the United States in Learning Resources v. Trump (2026) considered whether the International Emergency Economic Powers Act (IEEPA) could be used to justify sweeping tariff authority. The Court’s ruling places meaningful limits on the scope of executive discretion in economic policy and raises important questions about the constitutional allocation of power over trade.

Aaron’s conversation with Professor Somin, co-counsel in the litigation, will cover what the decision reveals about the scope of executive power and its implications for the rule of law and US economic governance.
