Housing Reform: From Policy to Lasting Outcomes

For Faculty, Graduate Students, and Policy Researchers

There is broad agreement that restrictive zoning, local political barriers, and fragmented state and local authority can constrain housing supply. However, less is known about what happens after a reform actually passes: whether it produces housing, for whom, and under what political and administrative conditions it succeeds. IHS seeks to fund research that helps close the gap between the passage of housing reforms and a fuller understanding of how their design and implementation shape real-world housing outcomes.

IHS invites applications from scholars studying the design, implementation, and outcomes of housing reforms. We welcome proposals that bring forward important and often overlooked questions about how housing reforms function in practice. Proposals that bridge disciplines are encouraged.

Research deliverables can include peer-reviewed publications, policy white papers, or shareable research databases. Awardees will also be invited to participate in follow-up programming aimed at sharing and refining their research projects.

Awarded scholars may receive up to $20,000. Award amounts are based on need, and larger awards may be considered for exceptional projects.
